Positive talks have been held over making the Wembley showpiece a large-capacity test event for the safe return of supporters.
Tottenham and Premier League leaders Manchester City meet at the national stadium on April 25, though the match was originally excluded from a list of events that would welcome a reduced number of spectators during the roadmap out of lockdown.
“Of course, the Carabao Cup isn’t a dress rehearsal for us, it’s the pinnacle of the season and a really important event.”
The weekend prior, from April 17, Wembley will be hosting two FA Cup semi-finals, both of which are also under consideration to be test events.
It has been confirmed that spectators will attend the World Snooker Championships at The Crucible from the same date, though significantly less than the 1,000 capacity will be attending.
Wembley’s capacity of 90,000 is expected to host closer to 10,000 should the EFL Cup Final get the all-clear.
With talks between the EFL and government still progressing, it is unclear if the spectators will be made up exclusively of Tottenham and Manchester City fans or if tickets will be allocated to other groups, including those who live locally.
