Forward Gabriel Jesus has been cleared to face Tottenham after his £27m move from Palmeiras was formally completed on Thursday.
Fernando could return after injury but fellow midfielder Fernandinho remains suspended.
Tottenham defender Jan Vertonghen is set to miss the City clash with an ankle injury that is expected to rule him out for six weeks.
Midfielder Erik Lamela remains sidelined with a hip problem.

Manchester City manager Pep Guardiola on Tottenham’s season: “Brilliant. It’s Mauricio’s third season there, so they play how he wants.
“Strong physically, good build-up, quality between the lines. They have great full-backs with [Danny] Rose and [Kyle] Walker.
“It’s a real good team – they play attractive football.”
Tottenham Hotspur manager Mauricio Pochettino: “I know Pep Guardiola very well, he’s a great manager, one of the best.
“When you arrive at a new club you need to adapt your values to a new culture, and it’s difficult, but I don’t change my opinion of him.
“I am not someone who judges other people. The expectation was massive when Guardiola signed.
“People thought he would win the Premier League after 10 games. That’s impossible. But I have no doubt that with time he will be a success.”
